Mr. Kwaku Osafo-Buabeng is a lawyer of thirty-one (31) years standing at the Ghana Bar.
Mr. Osafo-Buabeng is a Protection & Indemnity Legal correspondent and Lead Partner of Oseawuo
Chambers & Co. He is recognized by Ghana’s superior courts as one of the leading advocates in the country.
He has argued numerous cases on administrative law, constitutional law, maritime law, commercial law,
criminal law, land law, company law and civil and criminal procedure before the Superior Courts, particularly
the Court of Appeal and Supreme Court.
In his thirty-one years of practice, Mr. Osafo-Buabeng has represented the interest of several Protection and
Indemnity (P&I) Clubs including the North of England, West of England, Swedish Club, China P.&I., A.
Bilborough, Thomas Miller, and Charles Taylor, as well as numerous charterers and owners of vessels.
Mr. Osafo-Buabeng has been Legal Adviser for shipping companies including Maersk Ghana Ltd, CMA-CGM
Ghana Ltd, Safmarine Container Lines, Bollore Group (including Antrak Ghana, Scanship Ghana, Saga Ghana,
Havas Ghana and Africa Global Logistics).
He also acts as Legal counsel for AngloGold Ashanti, Asante Gold Corporation, Heath Goldfields Ghana Ltd,
Tullow Ghana, Meridian Port Services, Speedline Stevedoring, Advanced Stevedoring, Gemini Maritime
Service, Safmarine Container Lines, Tema Lube Oil, Platon Gas Oil Ltd, Jospong Group of Companies,
Regimanuel Gray Limited, TT Brothers Ltd, and Engineers & Planners, to name a few.
Outside his professional practice, his hobbies include football, horse racing, golf and music. He holds Grades
1–6 from the Associated Board of the Royal Schools of Music (ABRSM) and a University of Cambridge

Reindorf Twumasi Ankrah was appointed by the President of Ghana, H.E John Dramani
Mahama in 2025 as the Acting Chief Executive Officer of the Ghana Integrated Aluminium
Development Corporation (GIADEC), to lead the strategic vision of positioning GIADEC as a
catalyst for Ghana’s industrialization and the Government’s 24-hour economy agenda.
A seasoned lawyer, Reindorf has many years of professional experience in the extractives
industry, corporate and commercial law, dispute resolution, real estate, medical negligence,
family disputes, criminal defence, and regulatory compliance. His career reflects a deep
understanding of the legal, policy, and commercial frameworks that underpin complex, highvalue industries such as mining and energy - expertise that underlies his leadership of
GIADEC’s mandate.
Prior to his appointment at GIADEC, Reindorf was a named Partner at Morrison, Twumasi &
Partners, where he specialized in dispute resolution, corporate and commercial litigation, and
regulatory compliance. He successfully represented multinational and local clients in complex
commercial disputes, contract negotiations, and shareholder agreements, and advised
foreign businesses entering Ghana on investment compliance, corporate structuring, and
regulatory approvals. His ability to mitigate risks and resolve high-stakes legal matters has
earned him recognition as a trusted advisor.
Throughout his career, Reindorf has represented clients in high-profile civil, commercial,
mining, and criminal cases before the courts of Ghana, achieving successful outcomes in
matters involving the State, State agencies, and private entities. Beyond litigation, he has
advised clients on project financing, debt restructuring, licensing, and securing industryspecific permits - experience that adds value to his leadership of GIADEC’s investment
partnerships and regulatory engagement.
Reindorf holds an LLM in Energy Law, an LLB, and a Bachelor’s Degree in Political Science with
Sociology, all from the University of Ghana. He has published extensively on legal and policy
matters and has also served on boards as both a director and board secretary

Mr. Emmanuel Kojo Gyimah is the Managing Director of Mina Chemical Enterprise Limited and a
Council Member of the Association of Ghana Industries (AGI). He previously served as a Governing
Board Member of the Environmental Protection Agency.
Mr. Gyimah has professional experience with Chemproha Chemical Export B.V. in Holland as a
researcher, the Ministry of Education as an accountant, and Price Waterhouse Associates Ghana Ltd.
as a consultant.
He holds an Executive Master of Business Administration (EMBA) and is a Fellow of the Association
of Chartered Certified Accountants (FCCA). He is also a member of the Institute of Chartered
Accountants, Ghana, a member of the Institute of Internal Auditors (Ghana), and an Associate
Member of the Chartered Institute of Marketing, UK.
In addition, he is a Past District Governor of Lions International, District 418, Ghana.
Mrs. Anne Shirley Adjei-Acheampong

Mrs. Anne Shirley Adjei-Acheampong is a seasoned professional with 24 years of experience in
the stevedoring industry. She currently serves as Financial Director and Board Chair of Advanced
Stevedoring Company Ltd.
A Chartered Secretary by profession, she brings extensive expertise in financial management,
honed through her work with several companies in England, including Jassa Limited, Global
Internet, Otis Elevators, and E. Coules & Sons. In these roles, she successfully managed accounts
and advanced financial performance.
Mr. Augustus Agbeli Amegashie

Augustus Agbeli Amegashie is a Geologist with 40 years of
professional expertise in Mineral Exploration and Mining. He holds an
MSc in Mineral Exploration and a Diploma of Imperial College (DIC)
from Imperial College, University of London (1989), as well as an MBA
in Finance (2001) from the School of Administration, University of
Ghana.
He is also a Business Management professional. Since 2013, he has
been consulting for Exton Cubic Group/Engineers and Planners (E&P),
where he has been responsible for feasibility studies of the Nyinahin
bauxite deposit, mine start-up, and other business development initiatives, including iron ore in
Liberia and copper and cobalt in the DRC.
He gained 10 years of experience working with BHP Minerals, exploring across diverse
geological terrains for gold (Ghana, Burkina Faso, Mali, and Tanzania), diamonds (offshore
South Africa), lead-zinc (Ireland), manganese (Ghana), and massive sulphides (Tanzania).
He also worked with Newmont Ghana Gold as Administrator (Business Management Expert) for
the Regional Exploration teams.
Prior to consulting for E&P in 2013, he explored for bauxite with the Aluminum Company of
America (ALCOA) in Ghana, Guinea, and Suriname, and assessed business opportunities for
alumina refining in Ghana and across Africa (Cameroon, DR Congo, Angola, and Madagascar).
He was a member of the Technical Experts team at the Alcoa Centre of Excellence for Bauxite
and Alumina, where he shared industry best practices.
Professor George Enyimah Armah, FAAS

Born in Apam, Ghana, and a proud alumnus of St. Augustine's College (APSU), Professor
George Enyimah Armah is a trailblazer in rotavirus research across Africa. He has made
groundbreaking contributions to public health, particularly in the area of enteric diarrhoeal
diseases in children. He holds BSc and MSc degrees in Physics from the University of Ghana,
and a PhD in Biophysical Chemistry and Immunology from Osaka University, Japan. Prof.
Armah is one of the very few electron microscopists in Africa.
In 1998, he co-founded the African Rotavirus Network (ARN), which has been instrumental in
expanding rotavirus surveillance and supporting the introduction of rotavirus vaccines to
prevent diarrhoea in children across Africa. His leadership in multi-country clinical studies on
the safety, immunogenicity, and efficacy of the RotaTeq vaccine provided critical evidence on
its effectiveness. This work paved the way for the adoption of rotavirus vaccines in developing
countries. He was recognized globally as a "Vaccine Hero" by the Bill and Melinda Gates
Foundation for his contribution to rotavirus vaccine research.
Prof. Armah is a founding member of the International Rotavirus Organization of Technical
Advisers (ROTA) and serves as chair of the National Immunization Technical Advisory Group
(NITAG) of Ghana, which advises the government on vaccines and immunizations. He is also
an elected Fellow of the African Academy of Science (AAS), an Adjunct Professor in the Clinical
Trials program at the School of Public Health, University of Ghana, and oversees the WHO
Regional Rotavirus Reference Laboratory at NMIMR.
His efforts continue to shape public health policies, mentor future scientists, and secure
Africa’s leadership in global rotavirus research.

Victoria Awuni, Esq. is a distinguished legal and strategic professional whose career has
been defined by excellence, integrity, and transformative impact in the fields of mining,
environmental law, and natural resource governance in Ghana. With over 18 years of
experience in mining and environmental practice, Victoria is well placed to lead in areas
including legal and regulatory compliance, policy development, and strategic
governance. She has been serving as the Deputy Chief Executive Officer of the Minerals
Commission of Ghana since January 2025.
In her role as Deputy CEO responsible for Policy Planning, Mineral Title, and Local
Content, Victoria plays a central part in shaping Ghana’s mining agenda, driving policy
reforms, and ensuring responsible investment in the sector. She leads critical initiatives in
mineral rights administration, local content development, and regulatory compliance,
while advising both the Chief Executive and the Ministry of Lands and Natural Resources
on complex legal and strategic matters. Her leadership is instrumental in balancing
economic growth with environmental stewardship, promoting transparency, and
attracting ethical investment into Ghana’s extractive industries.
Victoria has represented Ghana at renowned industry events such as the Prospectors and
Developers Association of Canada Conference (PDAC) and the Fastmarkets Bauxite &
Alumina Conference in the United States, where she highlighted Ghana’s pivotal role
within the global minerals value chain. She has also participated in several international
conferences and workshops, including the Special Institute on the Law and Policy of
Critical Minerals, where discussions centered on the legal, economic, and policy
dimensions shaping the development, production, and distribution of critical minerals. In
her capacity as a Board Member of the Ghana Integrated Aluminium Development
Corporation (GIADEC), she contributes to governance and strategy for Ghana’s
aluminium industrialization agenda, advancing sustainable growth, value addition, and
innovation across the sector.
Her professional journey reflects a deep commitment to public service and corporate
excellence. Prior to her current appointment, she served as Group Manager for
Compliance at Engineers & Planners (E&P) Group, where she oversaw regulatory
compliance operations across the group’s subsidiaries, including E&P, Dzata Cement, and
MBG. Her earlier roles include Head of Legal and Company Secretary at Cardinal Namdini
Mining Ltd, as well as nearly a decade in the administration and legal departments of the
Environmental Protection Agency, where she actively participated in high-profile legal
processes, including arbitration on behalf of the Ministry of Environment.
Victoria was called to the Ghana Bar in October 2018, after obtaining a Qualifying
Certificate in Law (QCL) from the Ghana School of Law. She holds a Master of Laws
(LL.M) in Environmental and Energy Law from the University of Birmingham, UK, and a
Bachelor of Laws (LL.B) from the Ghana Institute of Management and Public
Administration (GIMPA Law). Her educational foundation is further strengthened by a
Postgraduate Diploma in Business Administration from GIMPA and a Bachelor’s Degree in
Management Studies from the University of Cape Coast.
Victoria hails from Bongo in the Upper East Region of Ghana and is fluent in English,
Gurune, Twi, and Hausa, which enables her to connect with diverse stakeholders, from
local communities to international investors. Her life’s work embodies a vision: to build a
Ghana where natural resources are governed wisely, sustainably, and for the benefit of all.

Esther Akabzaa Abugpoka is a seasoned professional with over 25 years of experience in education,
agribusiness, and community development. She holds a Bachelor of Science degree in Fashion
Design and Textiles Education from the University of Education, Winneba, and is currently pursuing
a Master of Technology in the same field at AAMUSTED University.
Esther is the Founder and CEO of Abugpoka Enterprise, an agribusiness dedicated to supporting
smallholder farmers, particularly women, through agricultural credit, input supply, produce
aggregation, and extension services. Under her visionary leadership, the enterprise has
collaborated with key development partners, including USAID ADVANCE and UK MADE, to promote
sustainable rural livelihoods across northern Ghana.
As a committed educator, Esther has served with the Ghana Education Service since 2013, where
she is recognized for fostering inclusive and holistic learning environments. Her passion for
community development is further demonstrated by her roles as a Constituency Women Organizer
and as a maternal and newborn health facilitator with the Ghana Red Cross Society. She is currently
a government-appointed Assembly Member in the Bongo District, contributing significantly to local
governance as a member of both the Planning and Development, and the Justice and Security
subcommittees.
Esther’s contributions have been widely recognized. She is a recipient of numerous awards,
including Best Bongo District Women Farmer of the Year, the International Women’s Day Rural
Award, and the Best Female Community-Based Aggregator Award from USAID and UK Aid Ghana.
As a board member of the Ghana Integrated Aluminium Development Corporation (GIADEC),
Esther brings valuable expertise in governance, stakeholder engagement, risk management, and
sustainable enterprise development. She is deeply committed to promoting inclusive economic
growth and advancing Ghana’s integrated aluminium industry.

Dr. Lord K. Arhinkorah is a seasoned medical professional with over 25 years of practice and more than 17 years dedicated to occupational health and safety. He currently serves as a Chief Medical Officer (Occupational Health Specialist) at Tema Oil Refinery, where he has also served as General Manager for Health, Safety, Security, and Environment. He leads strategic programs in health risk management, workplace safety, and employee well-being.
Before joining Tema Oil Refinery in 2007, he was a Medical Manager at Cocoa Clinic – Cocobod and earlier worked as a Medical Officer at the Korle-Bu Teaching Hospital in the Obstetrics and Gynecology Department.
Dr. Arhinkorah holds an MB ChB from the University of Ghana Medical School, an MSc in Occupational Health from the University of Birmingham, and an International Diploma in Occupational Health & Safety from the British Safety Council. In addition, he has completed specialized certifications in process safety management, health and safety management system auditing, emergency preparedness, and health and safety leadership. He is a member of the Ghana Medical Association, the Institution of Occupational Safety and Health (UK), and the International Commission on Occupational Health.
Dr. Ahinkorah’s professional journey reflects a unique blend of clinical expertise and executive oversight, making him one of Ghana’s foremost authorities in occupational health. He brings to the GIADEC Board a wealth of experience in health risk assessment, workplace safety, and sustainable employee well-being.

Prof. Maxwell BILLAH holds a Bachelor’s degree in ZOOLOGY with BOTAY, as well as MPhil and PhD
degrees in Taxonomy and Systematics, from the University of Ghana, Legon. The Masters and PhD
studies included specialized and practical training in Insect Systematics at the Natural History
Museum, University of Bergen in Norway, the International Centre of Insect Physiology and
Ecology (icipe) in Nairobi, Kenya, and at the Laboratory of Systematics of Parasitoids and Natural
Enemies at Texas A & M University, in the United States of America.
Prof. BILLAH is a Research Scientist with extensive field and environmental experience, specializing
in anthropogenic activities, environmental disturbances and their effects on life in the wild, thus
allowing for environmental impact Assessment (EIA), especially with Invasive species and insects of
Quarantine importance to food production. This lead to the first detection of a new invasive fruit fly
pest (Bactrocera dorsalis) in Africa (Kenya in 2003), and in Ghana in 2005. He is credited with the first
record of nine (9) other species in Ghana, and a second invasive species, Bactrocera latifrons in
Kenya in 2006.
Current ongoing projects are geared towards finding lasting solutions to the effective management
of fruit flies that attack fruits and vegetables, under the New Paradigm of the 3As in agriculture
(Affordability, Availability and Accessibility) to relieve small-scale farmers from the high cost of
production. This culminated in the formation of the West African Fruit Fly project (PLFM) by
ECOWAS, where he served as Vice-Chairman of the Technical Advisory Committee (2016-2019), and
again appointed Chairman of the Technical Advisory Committee and a member of the International
Scientific Steering Committee (2020-2026).
Prof. Max BILLAH joined the Department of Animal Biology and Conservation of the College of Basic
and Applied Sciences (CBAS) of the University of Ghana, Legon. Between 2007 and 2008, he was
twice sent on Exploratory Missions to Sri Lanka, the purported aboriginal home of the Invasive fruit
fly, Bactrocera dorsalis in search of its natural enemies. Based on those identifications, the African
Fruit Fly Initiative (AFFI) imported two (2) of them - Diachasmimorpha longicaudata and Fopius
arisanus, which are currently the 2 biological control agents introduced in Africa to control the
invasive fruit fly, Bactrocera dorsalis. He was recently (February 2025) invited as a Voting Member of
the International Code of Zoological Nomenclature (ICZN) – the International Scientific group that
sets the rules governing the Scientific Naming of Animals.
To his credit;
• Coordinator/Director - African Regional Postgraduate Programme in Insect Science (ARPPIS)
that trains Insect Scientists for the West African Sub-Region (2017-2021).
• (12) PhDs, Fifty-One (51) Masters, and Eighty-Three (83) BSc students.
• Reviewed 58 PhD studies from Ghana, Benin, Kenya, Senegal, Sierra Leone, South Africa and
Togo.

Derrick Ekow Moore is a public finance professional with nearly a decade of experience in debt management, economic policy, and development financing. He currently serves as a Budget Analyst in the World Bank Unit at the Ministry of Finance, where he plays a pivotal role in the design, appraisal, and implementation of development projects across government institutions. Derrick is a key liaison between the Government of Ghana and international development partners, including the World Bank, African Development Bank, and bilateral donors. His ability to navigate complex stakeholder environments and maintain trusted partnerships has been instrumental in securing and managing concessional financing for national development priorities. In his previous roles within the Debt and Risk Management Unit and the Debt Accounting and Settlement Unit of the Treasury and Debt Management Division, Derrick led high-impact assignments including credit risk assessments for State-Owned Enterprises, debt sustainability analyses, and the coordination of external debt service payments to multilateral and commercial creditors. His meticulous approach to debt reconciliation and financial reporting has enhanced Ghana’s credibility in debt transparency and fiscal accountability. Derrick holds a Master of Science in Economics from Kwame Nkrumah University of Science and Technology and a Bachelor of Science in Banking and Finance from the University of Professional Studies, Accra. He has further enhanced his technical expertise through advanced training in Project Cost Management, Medium-Term Debt Strategy, and Debt Sustainability Frameworks from institutions such as the IMF and ESAMI. Recognized for his strategic insight, collaborative leadership, and strong communication skills, Derrick has deep experience in public financial governance, donor coordination, and results- based project delivery. His combination of policy expertise, stakeholder diplomacy, and execution excellence makes him a valuable asset to any board seeking to strengthen institutional oversight and development impact.
